From Policy to Practice: Building a National Open Research Information Framework in Switzerland

Without open infrastructures that enable the sharing of research information (academic data) — including key outputs such as publications — Open Access and Open Science risk becoming mere compliance exercises. Only open systems can ensure true accessibility, transparency, traceability, and reusability  — key also for rights retention strategies or a national secondary publication right.

Following Switzerland’s 2024 OA strategy revision, such a right is under discussion. While institutional repositories are well established, stronger coordination and common standards are needed to boost national visibility of Switzerland’s research output and prepare for potential legislation.

The panel brings together perspectives from three countries. Speakers will examine their national strategies from both national and institutional viewpoints:

  • Denmark - Governance and infrastructures for Open Science in Denmark
  • The Netherlands – Implementing a secondary publication right
  • Finland – A national platform to share, connect and enhance Finnish research

Discussions will address benefits for institutions, funders and researchers, potential conflicts of interest, and ways to secure coordination and sustainable funding.

This panel is part of the NAIF (National Approach for Interoperable Repositories and Findable Research Results) project funded by swissuniversities.

Open Science in the open? – perspectives on the governance and infrastructure landscape in Denmark

The presentation will show how the Royal Danish Library – as both a university library and a national library – is involved in shaping both governance and digital research infrastructures. The background is that since 2015, Denmark has had an official open access policy aiming for full and free access to Danish research publications. In 2021, it was followed up by a National FAIR Strategy, and the Royal Danish Library plays a key role in the implementation of both strategies. The presentation will also cover how geopolitical changes and shifts in the research environments bring both opportunities and obstacles for sustainable national collaboration on Open Science.

Implementation of Secondary Publication Rights in the Netherlands

Since 2015, the Dutch Copyright Act, through the “Taverne Amendment,” has supported the green route to open access via repositories. Libraries have played an instrumental role in building trust and implementing effective strategies at the institutional level.

Open Research Information in Finland: Research.fi

Research.fi is a service provided by the Ministry of Education and Culture that collects and shares information about research conducted in Finland. The service not only enhances the visibility and societal impact of Finnish research but also facilitates finding information and connecting with research experts. The service was launched by CSC (IT Center for Science) in cooperation with higher education institutions, other research organizations and research funders.
