As a rule of thumb, we can assume that this is the case.
That of the most restrictive journal. Example: a dissertation contains an accepted manuscript from an American Chemical Society journal, and a publisher PDF from an open access journal. Visibility must then be set to "registered users only". Reason: The American Chemical Society does not allow accepted manuscripts (or publisher PDFs) to be shown openly in repositories such as ZORA.
As an alternative, it is highly recommended to divide the dissertation into several files. Thus, the open access journal part could be open in ZORA, while the American Chemical Society part is for "registered users only".
The ZORA editorial office checks the information against the copyright database. If available information contradicts the submitter declaration, the version of the ZORA editorial office is valid. If it finds no or unclear information, the information of the submitter is valid. The information of the submitter is left in the input form in any case, so that it is always known what has been submitted.
